Frances Flaxington

Senior Associate - Innovation Unit

Frances Flaxington has worked across the public and voluntary and community sectors, focusing on children’s social care and the criminal justice system. She is currently an Associate for Mutual Ventures and the Innovation Unit supporting councils and partners to test and adopt and adapt approaches that support vulnerable children and young people. She is also a member of the National Crime Agency’s Independent Ethics Reference Group.

Frances was Deputy Chief of HM Inspectorate of Probation, before leading on work as a Senior Civil Servant including to improve services for victims, reduce re-offending and then to establish community services for women offenders  (Ministry of Justice.) She was Strategic Director for vulnerable children and families at Catch 22 delivering services and testing innovative approaches.
